Is there a file size limit on France Transfer?

Why use France Transfert?

France Transfert is a service created by the government to help its users (citizens, professionals, companies, associations, etc.), partners and service provides exchange large files and folders that cannot be sent by email with government personnel.

It was designed and is operated by the Ministry of Culture, and made available to all ministries by the Interministerial Digital Directorate (DINUM).

The service is hosted in France by Outscale. The data is stored on French servers until it is downloaded by the recipient.

What happens to my package after the validity period expires ?

Once the validity period has expired (by default, 30 days after sending):

If the package has not been downloaded by at least one addressee, the sender receives an email indicating that the addressees have not downloaded the package
The package files are automatically deleted and the download links sent to addressees (or the public download link) will no longer work
The package is “archived”:
It remains accessible via “My Account” / “My packages” (login required) and enables the sender to retain access to package information (addressee list, number of downloads, names of package files);
It will be permanently deleted from France Transfert 12 months after creation (date of archive expiry)

What should I do if an “Access denied – UBIKA Cloud Protector” page appears ?

The Ministry of Culture has set up a Web Application Firewall (WAF) to protect France Transfert from certain attacks over the Internet.This security system should be invisible for users of France Transfert in normal use. However, the WAF may wrongly detect a threat during legitimate use, in which case an “Access denied – UBIKA Cloud Protector” page should appear.In this case, you should:

Copy the information displayed under “Additional information”.
Click on the blue “Request access” button. This will send a notification to the France Transfert technical team with technical information on the blockage.
Return to France Transfert and use the “Contact us” page to send a message to the support team, providing the “Additional information” copied earlier. This will enable the France Transfert technical team to contact you via the email address given in the contact form to identify why your access was blocked and take extra WAF configuration steps to avoid repetition of the problem.

How many times can recipients download files I send ?

Each recipient has their own link to download the package. With this link, each recipient can download the package 5 times.

This allows recipients to download the files again if they need to (in case of deletion from their computer, for example).

If a recipient exceeds the 5-download limit, a new package will have to be sent. This may also be necessary if the recipient has “locked” their link by entering the wrong download password more than 5 times.

What can France Transfert do?

France Transfert can be used in two different ways:

Email delivery, accessible to both officials and users. This feature allows senders (officials or users) to send large files to one or more known recipients. However, if the sender is a user, recipients must be officials. It is not possible to exchange files between users.
The “link” feature is only available to officials. It generates a public link to the files. The sender then sends the link and password to the appropriate recipients. The difference is that recipients can then share the link without the sender being able to control when it is downloaded.

N.B. If you want to send a package to a functional email address (used by a group), we do not recommend using the “email delivery” option. A package can only be downloaded five times per recipient.
